Tele Communication minister Rajiuddin Ahmed Raju, Tuesday at a national seminar on information sharing said, that the same service will be made available for union level people also. </p>
<p>While inaugurating the seminar the minister declared that the people all over the world will be able to browse internet in Bangla on 21st Fevruary next year. </p>
<p>The government is taking all necessary steps to fullfill its commitments before last general election to build up a Digital Bangladesh, he informed. About 200 MSMEs and 100 telecentre managers from all over the country participated in the workshop. </p>
<p>Top level ICT experts shared their views in the sessions. State Minister for Science and Information and Communication Technology was present and distributed certificates among the participatants in the closing session.</p>

<strong>Govt giving maximum emphasis on education sector</strong><br />
Minister for Civil Aviation and Tourism Golam Mohammad Quader has said the present government was giving maximum emphasis on the education sector for over all development of the nation. He also said that special importance had been given to educate women to make the country&#8217;s womenfolk totally educated everywhere with a view to ensuring their equal. </p>
<p>The minister called all the teachers, students, guardians, elite, professionals and concerned citizens for building a congenial academic atmosphere at all educational institutions for producing worthy citizens with quality education. </p>
<p>He said this while addressing a discussion meeting on education organised by authorities of Lalkuthi Girls&#8217; School and College as the chief guest with president of the managing commitee of the institution in the chair on Monday. Deputy Commissioner of Rangpur BM Enamul Haque and UNO of Sadar upazila Mostain Billah, Principal of Teachers&#8217; Training College Mohammad Rozaine, convener of Bangladesh Teachers&#8217; Association Masum Hassan addressed as special guests. </p>
<p>Besides, Councillors of Rangpur pour-asabha Azmal Hossain Lebu and Jahurul Haque, Acting Principal of Lalkuthi School and College Saiful Islam, teachers Mahmudul Haque, Begum Shase Ara and Ziaur Rahman Zia, addressed. </p>
<p>Teachers, students, elite of the city, educationists, professionals and guardians of the students of the institution were present Intermediate first year student of the institution Keya read out a leter in honour of the minister and also narrated various problems that gripped the reputed educational institution for a long time. </p>
<p>In his speech, the minister asked the teachers, members of the managing commitee, students and guardians of the institution for further improving standard of education in the reputed institution and assured of all-out supports for resolving the problems there.

Visiting former Indian President Dr APJ Abdul Kalam Monday expressed his hope that India and Bangladesh would work together to become partners in the development of complex ICT products by devising interconnecting mechanisms.Visiting former Indian President Dr APJ Abdul Kalam Monday expressed his hope that India and Bangladesh would work together to become partners in the development of complex ICT products by devising interconnecting mechanisms.<br />
?When I see all of them (people of various countries) working together like one family without any barrier of the culture from which they came or the language that they speak, I will not be surprised if India and Bangladesh become partners in the development of complex ICT products,? he said.</p>
<p>The ex-president of India observed that ?the only hope for such borderless interaction to continue is to inculcate the spirit of borderless-ness in our education also?.<span id="more-1288"></span><br />
Dr Kalam, as convocation speaker, was addressing the first convocation of the University of Information Technology and Sciences (UITS) held at the Bangladesh-China Friendship Conference Center in the afternoon.</p>
<p>President Zillur Rahman attended the convocation as the chief guest while adviser to the Prime Minister Dr Gowher Rizvi was present as special guest. Sufi Mohammad Mizanur Rahman, Chairman of the board of directors of UITS, also spoke on the occasion.</p>
<p>To underpin his suggestion for trans-border interaction, the noted nuclear scientist narrated his experience of travel by an aircraft in the United States. He said many of its controls were software-driven and most probably developed in India and his credit card was being processed in the backend server located in Mauritius.</p>
<p>?When I walked into IBM software-development centre, Bangalore, I was fascinated to find that it truly presented a multicultural environment,? he said to cite another instance.</p>
<p>Dr Kalam mentioned another cycle of cross-pollination: a software developer from China working under the guidance of a project leader from Korea working with a software engineer from India, a hardware architect from the USA, the communication expert from Germany all working together to solve a banking problem in Australia.</p>
<p>He said synthesis of knowledge from different fields of human progress of humanity. It means the unity of minds has to use the strong convergence of technologies and other faculties to bring a better future for humanity without any consideration of geographical or other borders.</p>
<p>Emphasizing science and technology education, the scholarly scientist said in the last century, most nations understood that science and technology was the best vehicle for economic uplift.</p>
<p>He said humanity is devoting more and more attention to climate change, energy, water, disease-free world, economic turbulence and terrorism etc., which are all of concern to the entire world and the solutions for which are beyond any individual nations or group of nations.</p>
<p>About education Dr Kalam said: ?If higher education is the nursery of tomorrow?s leaders, then the universities bear profound responsibilities to create a sustainable future. This implies that graduates of every discipline from the universities need a sound working knowledge about sustainability?, through their education in the university campuses.</p>
<p>He further told the convocation gathering that the aims of the universities are to provide the education needed for sustainable economic growth of the country through a tripartite relationship between university, industry and research institution in the country and abroad.</p>
<p>Describing a prosperous nation, peaceful nation that can be actuated only through vision for the nation, he said the vision for the nation gets evolved depending on the core competence and the current status of the nation. ?Only vision for the nation ignites the youth of the nation and the rest of the population.? Dr Kalam observed that irrespective of the political party which governs the nation, the vision for the nation forms the foundation for the growth of the nation in the fastest period.</p>
<p>Referring to his learning on leadership, Dr Kalam said leader must have a vision and a passion to transform the vision into action. The leader must be able to travel into an unexplored path and he must know how to manage a success and failure.</p>
<p>?Leader must have courage to take decision, have nobility in management,? he said, adding that every action of the leader should be transparent and the leader must work with integrity and succeed with integrity.</p>
<p>He said for success in all the missions of a nation, it is essential to have creative leaders. ?Creative leadership means exercising the vision to change the traditional role from the commander to the coach, manager to mentor, from director to delegator and from one who demands respect to one who facilitates self-respect.? Meanwhile, Dr Kalam delivered a lecture on &#8216;Capacity Building for National Development&#8217; at Nabab Nawab Ali Chowdhury Senate Bhaban of Dhaka University in the afternoon. DU Vice-chancellor Prof AAMS Arefin Siddique chaired the session.</p>

<h2>Managing Digital Bangladesh 2021</h2>

<p>THE scope of Digital Bangladesh (DB) is not yet clear. We assume that the government wants to make Bangladesh fully digitised by 2021 through application of third generation information and communication technology (ICT).</p>
<p>Digitisation helps increase operational efficiency and productivity provided the supporting infrastructures work properly. This is a tool that will help accelerate economic development and increase competitive edges of Bangladesh in the world market.</p>
<p>Wide-scale digitisation is likely to help Bangladesh become a mid-income country sooner than otherwise possible. However, for proper management the government needs to define its vision, mission and goals and formulate strategies and prepare action plans supported by necessary financial and human resources so that the plans can be implemented.</p>
<p>It is assumed that by 2021 Bangladesh will have a countrywide ICT network that will operate to ensure high speed information flow between the decision- centers wherefrom instructions will be transmitted electronically to the action centres to make the intended actions happen.</p>
<p>The goal is to accelerate a national decision-making process and to implementat the decisions, monitor the performance of the government functionaries at all levels starting from the national parliament through the ministries, administrative offices at districts, upazilas and down to the schools at village levels; evaluate the results at each level and if necessary correct the behaviour of the non-performers.</p>
<p>The scope of DB is very wide. It is not only e-governance or e-commerce or e-banking, or operating a country-wide mobile phone network through which one can access the daily newspapers or other internet devices.</p>
<p>In fact, it is a combination of all of them. It is a country-wide application of 3G ICT to institutionalise the best management practices in every sector and sub-sector. To make DB happen, highest priority must be given to science, technology and management education. Besides, to be productive, the educated people must be in good health. This means digitisation should start simultaneously with the education and health sectors.</p>
<p><strong>Education sector<br />
</strong>The universities of Bangladesh are already partly digitised. DB visualises that by 2021 all universities, colleges, high schools, primary schools, and madrasahs will have computerised connectivity. ICT is intended to be used as teaching-learning aids. After five years of schooling all students should have regular access to computers with internet facilities. The goal is to improve the quality of education. The use of automated library is spreading slowly in most universities, although they have to go a long way to be digital in the real sense. By 2021 the entire education sector should be digitised with third generation wireless technology</p>
<p><strong>Health sector</strong><br />
Under the Ministry of Health there are medical universities, colleges and hospitals in big cities. In addition, there are a large number of rural hospitals/clinics/healthcare service centres at district, upazila, and thana levels. However, most of these hospitals and clinics are not well equipped and their services are not of desirable quality. The number of qualified doctors and nurses is much less than required. Nor do they have required type of diagnostic equipment and operating theatres. Reportedly, the available facilities and medicines are often misused.</p>
<p>In Digital Bangladesh all these clinics will be linked through the computer-aided connectivity. Major hospitals should even have their websites linked with the websites of the DG, Health Directorate. But it must be noted that merely establishing connectivity will not solve the problems of inadequacy of the number of doctors, nurses, equipment, medicines, etc.</p>
<p>What the digitisation can do is to seek, receive, analyse the medical reports and transmit back prescriptions/instructions, monitor the performances at the rural clinics electronically.</p>
<p>In other words, decisions can be implemented very quickly. This will ease out management problems. Because the entire information and data set will flow back and forth electronically they will be relatively more transparent and in turn the probability of indulgence in corruption will decrease. Beside, by 2021, the DB will hopefully introduce video conference systems between doctors in major clinics.</p>
<p>?</p>
<p><strong>Managerial talent</strong><br />
To digitise Bangladesh with 3G technology in 12 years is fairly ambitious. However, there is no reason to feel skeptical. It needs strong commitment and strategic planning for sustainable DB. The beginning must concentrate on the development of infrastructure in terms of hardware, software and manpower. Merely buying several lakh computers and distributing them among several thousand workstations located in colleges, schools, hospitals and clinics will not digitise Bangladesh. Locally produced qualified manpower must be available to keep the system running without depending on foreign &#8220;experts.&#8221; The project presupposes that Bangladesh will be able to build its technical and managerial capacity to design the necessary digital network system, procure and install all the equipment properly, and to educate, train and deploy necessary personnel to operate and maintain the nationwide ICT network.</p>
<p>Sustainability of DB will depend on our ability to maintain, repair and expand once the system is installed. To install the system at the beginning we may seek foreign help, but to keep the system running we must not depend on external help. We must develop our own manpower.</p>
<p>To produce such human resources, the government must assign highest priority to the promotion of science, technology and management education. We must prepare a separate plan to produce adequate number of scientists, computer and communication engineers, software engineers, technology management experts, etc.</p>
<p>Otherwise DB will make Bangladesh highly vulnerable by making Bangladesh dependent on those countries that manufacture, control and distribute ICT. Sustainability is more important than starting. If we fail to manage a sustainable digitised Bangladesh with our own resources, Digital Bangladesh 2021 will harm rather than benefit the country</p>

<p>Source New Nation :THE Bangladesh Association of Software and Information Services is aspirant of acquiring one per cent of the $300-billion international information technology market in next five years as reported by national media. The association chief has suggested that the country should acquire &#8216;at least one per cent&#8217; of the global IT market within the next five years. The BASIS standing committee is optimistic of &#8216;bright prospect&#8217; of the IT sector following its rapid growth and development in the recent years and expects concerted efforts for its further expansion. More and more youths are coming to the field to acquire the latest technical knowledge and education for building their career.</p>
<p>To promote the sector, the BASIS last month arranged a five-day exhibition in the city demonstrating the achievement made in the IT sector. More than 90 companies from USA, Saudi Arabia, Japan, Russia, South Korea, Singapore participated in it. The first such fair was held in 2002. The exhibition is designed to create awareness among people on information technology from which they can be immensely benefited by working at home even alone with the help of a computer and Internet.</p>
<p>Bangladesh has been connected with submarine cable network and the joining in 2005 at an estimated cost of around Tk.700 crore provides an invaluable back-up to the information superhighway link established. The then government and the BTTB both deserve praise for taking the initiative very rightly in consideration of the country&#8217;s expanding IT network as well as for catering to the ever-increasing need of internet service providers. We are already far behind in availing all these latest facilities of the most modern and sophisticated technology that can help achieve faster growth and speed in achieving development and progress for a nation.</p>

In this election days, Sheak Hasina ,AL Chairman and Prime Minister ?,first declared vision 2021 with the aim to develop Bangladesh into a digital country by that the next decade.</p>
<p style="margin: 0in 0in 0pt;">A country goes digital means it will be an e-state means all its activities of governance, commerce,education,<br />
agriculture etc will be powered by computer and internet</p>
<p class="MsoNormal" style="margin: 0in 0in 0pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;">THE term &#8216;Digital Bangladesh&#8217; has created renewed interest in government and commercial organizations in utilizing Information and Communication Technology (ICT). Digital Bangladesh comprises e-governance and service delivery through utilizing ICT, but the vision encompasses much more. In order to be successful there has to be knowledge creation and management.</p>
<p class="MsoNormal" style="margin: 0in 0in 0pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;">The government and the organizations have invested heavily on technologies and overseas consultancies to utilize the potential of the promised e-governance and e-services. But technology alone won&#8217;t fix or alleviate a business problem. It is important to understand that knowledge management is often facilitated by ICT &#8212; technology by itself is not knowledge management.</p>
<p class="MsoNormal" style="margin: 0in 0in 0pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;">Digital Bangladesh is dependent on the development of indigenous capability to plan, monitor and manage national projects.</p>
<p class="MsoNormal" style="margin: 0in 0in 0pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;">This can be represented through a three-tier model. The 1st tier being the knowledge centre, which will provide research and create technology and solutions. The 2nd tier are the consultancy service providers, who will provide specifications, supervise implementation, and document all activities for the knowledge centre. And the 3rd tier are the manufacturing and service industries that provide services and commodities.</p>
<p class="MsoNormal" style="margin: 0in 0in 0pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;">Academia and research institutions provide knowledge, allowing the 3rd tier to incorporate all available knowledge in the service arena. This will create partnership between all stakeholders, and their success will depend on the value of the knowledge created in the knowledge centres and its effective dissemination by the players in other layers.</p>
<p class="MsoNormal" style="margin: 0in 0in 0pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;">The absence of knowledge centers, and development activities centered on procurement of services and commodities from overseas result in dependence on overseas suppliers. The development of the electoral roll and national ID card has saved the country from monetary loss, and created an opportunity for earning foreign exchange through export of similar service.</p>
