What doesn’t Surah Tawbah start with Bismillah?

In Bukhari Shareef (Vol 2,Pg 271) it is mentioned that this surah was revealed to cancel the peace treaty. In it appears the command of killing the mushrikeen (polytheists) and the expression of Allah Ta`ala’s anger over them. Therefore, Bismillah was not written at the beginning of the surah since Bismillah signifies peace and mercy.

It appears in Shaatbi: ???????? ?????? ??? ?????? (Bismillah does not appear at the beginning of this surah, because it was revealed in connection to war.) This is not the actual reason though it is a point to consider. The actual reason is that which is narrated from Hadrat Uthman ??? ???? ??? (Bayanul Qur’an, Vol 4, Pg 95)

Freedom from (all) obligations (is declared) from Allâh and His Messenger (SAW) to those of the Mushrikûn (polytheists, pagans, idolaters, disbelievers in the Oneness of Allâh), with whom you made a treaty.

So travel freely (O Mushrikûn – see V.2:105) for four months (as you will) throughout the land, but know that you cannot escape (from the Punishment of) Allâh, and Allâh will disgrace the disbelievers.

And a declaration from Allâh and His Messenger to mankind on the greatest day (the 10th of Dhul-Hijjah – the 12th month of Islâmic calendar) that Allâh is free from (all) obligations to the Mushrikûn (see V.2:105) and so is His Messenger. So if you (Mushrikûn) repent, it is better for you, but if you turn away, then know that you cannot escape (from the Punishment of) Allâh. And give tidings (O Muhammad SAW) of a painful torment to those who disbelieve.

Except those of the Mushrikûn with whom you have a treaty, and who have not subsequently failed you in aught, nor have supported anyone against you. So fulfill their treaty to them to the end of their term. Surely Allâh loves Al- Mattaqûn (the pious – see V.2:2).

Then when the Sacred Months (the Ist, 7th, 11th, and 12th months of the Islâmic calendar) have passed, then kill the Mushrikûn (see V.2:105) wherever you find them, and capture them and besiege them, and prepare for them each and every ambush. But if they repent and perform As-Salât (Iqâmat-as-Salât), and give Zakât, then leave their way free. Verily, Allâh is Oft-Forgiving, Most Merciful.

And if anyone of the Mushrikûn (polytheists, idolaters, pagans, disbelievers in the Oneness of Allâh) seeks your protection then grant him protection, so that he may hear the Word of Allâh (the Qur’ân), and then escort him to where he can be secure, that is because they are men who know not.

How can there be a covenant with Allâh and with His Messenger for the Mushrikûn (polytheists, idolaters, pagans, disbelievers in the Oneness of Allâh) except those with whom you made a covenant near Al-Masjid-al-Harâm (at Makkah)? So long, as they are true to you, stand you true to them. Verily, Allâh loves Al-Muttaqûn (the pious – see V.2:2).

How (can there be such a covenant with them) that when you are overpowered by them, they regard not the ties, either of kinship or of covenant with you? With (good words from) their mouths they please you, but their hearts are averse to you, and most of them are Fâsiqûn (rebellious, disobedient to Allâh).

They have purchased with the Ayât (proofs, evidences, verses, lessons, signs, revelations, etc.) of Allâh a little gain, and they hindered men from His Way; evil indeed is that which they used to do.

With regard to a believer, they respect not the ties, either of kinship or of covenant! It is they who are the transgressors.

But if they repent, perform As-Salât (Iqâmat-as-Salât) and give Zakât, then they are your brethren in religion. (In this way) We explain the Ayât (proofs, evidences, verses, lessons, signs, revelations, etc.) in detail for a people who know.

But if they violate their oaths after their covenant, and attack your religion with disapproval and criticism then fight (you) the leaders of disbelief (chiefs of Quraish – pagans of Makkah) – for surely their oaths are nothing to them – so that they may stop (evil actions).

Will you not fight a people who have violated their oaths (pagans of Makkah) and intended to expel the Messenger, while they did attack you first? Do you fear them? Allâh has more right that you should fear Him, if you are believers.

Fight against them so that Allâh will punish them by your hands and disgrace them and give you victory over them and heal the breasts of a believing people,

And remove the anger of their (believers’) hearts. Allâh accepts the repentance of whom He wills. Allâh is All-Knowing, All-Wise.

Barrister Rafiq-ul Haque has said the caretaker government system should not go from Bangladesh

Bangladesh fair elections are not possible without the caretaker government system,Barrister Rafiq-ul Haque has said .”But the system needs to be overhauled,” he told journalists .
,he eminent jurist, however, criticised BNP for calling a countrywide daylong shutdown for Sunday.

The opposition has called the lockdown in protest against the government move to scrap the caretaker government system. It has also threatened not to take part in the next general election if the system is scrapped.

“Someone threw stones in the beehive and chaos started,” Haque said, “But nobody knows whether there are bees in it (beehive).”

He said they had not yet got the full text of the Supreme Court verdict on the 13th amendment to the constitution and two and a half years were still left for the next national election to be held.

Haque said prime minister Sheikh Hasina had said she would strictly abide by the Supreme Court verdict, which also stipulated that the next two polls could be held under non-party governments.

The Supreme Court on May 10 repealed the 13th amendment to the constitution that had introduced the caretaker government in 1996.

But the court said the next two general elections could be held under unelected governments. The apex court gave parliament the liberty to decide the issue.

“Let the two elections be held in line with the court verdict. Then we would get much time to take decision of the next elections,” said Haque, who fought for both Sheikh Hasina and Khaleda Zia in a number of graft cases against them.

He earlier put forward proposals for overhauling the system while giving opinions as amicus curiae at the Appellate Division during hearing on the 13th amendment.

He suggested that 10 members of parliament (MPs) should be nominated just before the tenure of a parliament ends to form a government for an interim period. Of them, one will be made the chief advisor to the interim government.

Mirza Fakhrul Islam Alamgir, acting Secretary General of BNP, announced the program on behalf of BNP at a press conference at the party’s central office here in capital Dhaka on Wednesday..june 1.

Acting BNP Secretary General Mirza Fakhrul Islam Alamgir said told a press briefing at the party’s Nayapaltan central office, “We are rejecting the government decision (regarding caretaker system) and calling hartal on June 5 across the country to protest the decision.”

He however said different areas in the country, where union parishad elections will take place on June 5, will remain out of the hartal programme.

“Fakhrul said, “Caretaker government is a settled issue. There is no debate on it. Has the court any jurisdiction to deliver a verdict on a settled issue? It is not mandatory for the people and parliament to comply with the Supreme Court verdict.”

Jamaat acting Secretary General ATM Azharul Islam gave the hartal call at a press briefing at the party’s Moghbazar central office.

“Caretaker government system was introduced due to failure of the political governments to hold free, fair and credible elections. The same situation still exists. So, the need for caretaker government is not over,” he said.

A two-day international conference will be held in Dhaka from June 4

Representatives from 12 countries will take part in the Asia Pacific Peace Conference,” Abdur Razzaque MP, also president of Bangladesh Peace Council, told a press conference .
Australia, India, Nepal, Bhutan, Pakistan, Sri Lanka, Palestine, Greece, Brazil, China, North Korea and Vietnam will take part in the conference.
The conference topics include new world order for sustainable peace and development, taking initiatives to restore peace in the countries in conflict, uprooting fundamentalism and terrorism, and importance of eco-friendly world system.

“A particular session will be dedicated to Palestinians as the session will discuss their legitimate demand,” Razzaque said.

Prime minister Sheikh Hasina will inaugurate the conference, while president Zillur Rahman will attend the concluding session.
